form manager: internal forward url is always dynamic

Description

The form is placed on a page via javascript, AFTER the export.

That means that dynamic url's will not get tranlated to their static counterpart.

decreased priority and moved to M7

this issue could be solved by including the form in another way: not via javascript, but in a 'post-processing' step when the data is rendered in the template.
